Scope and Contents

The speech files contain speeches Congressman Fawell gave from 1985 to 1998. Topics of these speeches range from religion in government, to budget concerns, labor issues, and health care acts. Congressman Fawell gave these speeches in several locations, such as schools, Rotary Clubs, town committees, and the Congressional Floor. The Congressional Speech Files usually include a final copy of the speech, and often, if the speech was published, a copy of the published version. Most files contain outlines and rough draft notes of each speech, and some files contain background and research information about the pending topic. Included in these records are also some files containing materials about giving speeches, such as famous quotes, past speeches, and documents about proper speech format. Occasionally, cross-references were written on the front of folders referring the researcher to another set of files within the series that also contain information of interest. These cross-references were not intended to replace researcher examination of other interrelated topics. For example, a researcher interested in floor statements needs to look under both media files and legislative files in order to ensure complete coverage of that topic.
