Scope and Contents
The types of materials found in the Bills Files include: memos and notes; analysis and reactions from organizations, corporations, House Committee staffs and government agencies; "Dear Colleague" letters received by and sent by Congressman Fawell; Republican Whip notices; news clippings; copies of bills and reports; House Committee hearing testimonies, and form correspondence sent to constituents (see also RG 3, Series 5: Position Paper Files, 1985-1998). The current arrangement maintains the arrangement used by the congressional office: chronological by Congress (101st through 105th), then numerical within type of legislation. If two or more bills are included in a folder title, the bills were inter-related and the materials included pertain to all bills listed. The placement of these multiple bill files maintains the original filing used by the congressional office. These files were created and maintained by the Washington D.C. office staff and often appear to duplicate materials found in RG 4: Committee Subject Files. The files originally included a set of largely empty folders, each representing a bill either sponsored or co-sponsored by Congressman Fawell. In order to make this a usable section of materials, the processor printed bill information from the Library of Congress' Thomas web site and added it in a folder titled "Sponsored/Co-sponsored Bills." Files that contained minimal information were combined under the title "Miscellaneous." These records were received in two separate series and combined because the information contained was the same.
