The third series is Counties, specifically the three counties involving the IPP: DuPage, Kane, and Cook. These files vary in complexity and substance based on the differing relationships the IPP had in each. For Kane County, the records are largely a chronological file containing correspondence, notes, maps, resolutions, and news clippings about the IPP in Kane County. It is unknown whether this smaller amount of material is due to stronger support for the Path in Kane County or if the records were not kept. The Cook County files are also a largely chronological file containing the same types of materials. The Cook County portion was purchased in 1979 but took years of continued advocacy by IPP to finally get the trail fully developed as the files indicate. The DuPage County files are similar to subject files. This may reflect the increased responsibility of the IPP Board, and Paul and Jean Mooring, in DuPage County. While DuPage had purchased the land, the IPP was largely responsible for the construction and maintenance of the path through DuPage County, and the files of leases included in this group outline their agreements. Policy statements and correspondence are included regarding liability insurance held by the IPP and the insurance crisis in 1986 when premiums exceeded what the IPP could manage, which resulted in the takeover of the Path by DuPage County. Maintenance and Encroachment policies, concerns, and requests on the DuPage section of the IPP are also included.
